Tasmania's premier has ordered a report into aspects of government transparency after copping political heat about controversial plans for a $715 million stadium and the state's AFL deal.

The waterfront stadium at Hobart's Macquarie Point was a condition for the AFL granting the state a licence to become the league's 19th club.

Premier Jeremy Rockliff has been accused by political opposition of defying an order made by the parliament to release all departmental advice about the stadium.

Mr Rockliff has claimed some advice cannot be released because it is covered by cabinet-in-confidence principles.

On Thursday, he said the Department of Premier and Cabinet would prepare a report on best-practice approaches to dealing with cabinet documents.

The pemier said the government would then put forward a "considered proposal" to parliament reflecting the report's advice.

Mr Rockliff also agreed to a Greens call for the public release of the list of stadium-related documents covered by cabinet-in-confidence.

"I have made these offers in good faith and in the interests of improving confidence in government processes and transparency," he told parliament.

The Liberal government was thrown into minority in May when two MPs quit the party to become independents citing concerns about the stadium plan and AFL deal.

Labor leader Rebecca White accused Mr Rockliff of kicking the can down the road.

"The premier is arguable in contempt of parliament for not complying with the order," she said.

"They are now scrambling to play catch-up."

The AFL has said a Tasmanian side, slated to enter the league in 2028, cannot exist without the stadium at Macquarie Point.

The state government has pledged $375m for the project, the federal government $240m and the AFL $15m.
