There's something funny going on with "Princess Zelda" in The Legend of Zelda: Tears of the Kingdom, and it's not just that she's gone missing into the chasm below Hyrule Castle. There have been rumors around Hyrule of folks reporting that they've seen the missing princess, and not just that, but that she'd been acting quite strange when they did.

As you'll find Penn continuously throughout the game and all over the map of Hyrule, our guide contains major spoilers for The Legend of Zelda: Tears of the Kingdom.
Though not one of your main quests in Tears of the Kingdom, the "Potential Princess Sightings" quest is a multipart quest that sees Link helping a winged reporter chase a scoop for his newspaper, The Lucky Clover Gazette, about folks who claim to have seen or spoken to "Princess Zelda" fairly recently.
But Zelda has been acting strange each time someone has seen her, though, so it's time to get to the bottom of things by speaking to several people about what they've seen and investigating the oddities yourself.
The people can all be found in or around the stables of Hyrule, so you'll be traveling far and wide to unravel this mystery.
These will result in short quests that, when finished, yield answers about what the locals may have seen. There are 12 tasks total, and the final reward for them is the Froggy Armor set, which allows Link to climb cliffs even in the rain.
This quest line is entirely optional, but it's one of the biggest side quests in Tears of the Kingdom, with "Potential Princess Sightings" sprawling all across Hyrule.
You'll likely find yourself taking a while to complete this one. However, you will be rewarded for your work. Penn offers Link Rupees following every quest, making this a great way to earn some cash in Hyrule.
This quest begins fairly early in the game if you're following the "Regional Phenomenon" main quest. After triggering the quest for you, Purah suggests you take off toward Rito Village to begin investigating, and it's on your way there that you'll find where you need to be.
The Lucky Clover Gazette has taken over what used to be a stable by the Rito Village, since travelers became few and far between once the blizzard hit the area.
Now, it's the main hub for the newspaper, located directly East of Rito Village, where a path naturally leads you to what's normally a bridge over Lake Totori.
When you speak to Penn here, he'll introduce you to Traysi, his Editor-in-Chief, who tells you a bit more about what Penn has heard. She names you Penn's investigative partner, and promises you the full set of Froggy Armor for completing the quest.
After showing you your final reward, Traysi tells you to head out to the stables across Hyrule to find Penn and get a move on your investigative quests.
Once you've gotten the overarching "Potential Princess Sightings" quest from Traysi at the newspaper's headquarters, Penn will appear at a dozen of the stables across Hyrule in Tears of the Kingdom.
When you see Penn outside a stable itself, he'll most often be speaking to a traveler when you approach him, if not pensively thinking to himself or tweeting with his bird friends. Either way, disrupt what he's doing - he has a quest for you.
Penn will give you a bare-bones glimpse of what he needs you to do, either directing you to a new location with another NPC to speak to before you get the ball rolling on the quest itself. If he's speaking to someone, the other travelers involved in the quest will give hints for what you'll need to do.
Anything written in red text while they're speaking to you is your context clue for what you'll need to do for the quest itself.
When you've done what the side adventure requests and have finished your end of the deal, Penn flies to where you are, meaning you won't need to locate him again to get your rewards.
Your reward for these quests is typically an increasing amount of Rupees, but finishing the quest entirely yields the Froggy Armor.

As you go through the "Potential Princess Sightings" quest in Tears of the Kingdom, Penn offers progressively larger rewards as you complete more quests with him.
