One new locally transmitted case has been reported in Perth as thousands lined up to get tested during the first of three days in lockdown.

This latest shutdown was sparked by a returned traveller who had completed mandatory isolation before testing positive.

Western Australia's Premier Mark McGowan claimed he was at the end of his tether, saying the Commonwealth needed to step up and provide quarantine facilities.

However, the federal government insisted, as agreed at National Cabinet in March last year, quarantine was the responsibility of the states.

In a statement, the government also reiterated it had advised the premier defence bases and immigration centres were unsuitable for quarantining returning Australians.
