The EU-backed report will come as a boost for millions of grandparents hoping to be reunited with their families again after over a year of lockdown measures. As Britain's vaccine rollout races on, its findings will also heap pressure on Boris Johnson to stick to his roadmap out of lockdown. According to the European Centre for Disease Prevention and Control, adults that have received both doses of a coronavirus vaccine are highly unlikely to develop severe illness.

It recommends fully vaccinated people may no longer need to social-distance or wear face masks when meeting each other.

Older adults will be able to enjoy the same freedoms with the study suggesting there is only a "low risk" that the disease can be transmitted between people with both doses.

The risk for grandparents meeting "unvaccinated" family members remains "low to moderate".

But the ECDC urges those people with underlying health conditions to stick to social-distancing rules as a precaution.

The report says: "The overall risk of COVID-19 disease in a fully vaccinated individual is very low in younger and middle-aged adults, and low in older adults or people with underlying risk factors."

It also states that public health authorities could review their policy on mandatory testing in care homes and workplaces for people that have been fully vaccinated against coronavirus.

"Public health authorities may consider exempting fully vaccinated individuals from repeat testing in occupational and other community settings," the report states.

And in a boost for holidaymakers, the ECDC suggests that testing and quarantine measures could be scrapped for travellers with both jabs.

ECDC director Andrea Ammon said the new guidance was issued because vaccination campaigns continue to make good progress.

She said: "It is encouraging to have evidence-based recommendations that immunisation can slowly allow relaxation of non-pharmaceutical interventions such as use of masks and physical distancing."

And in a separate US study, it was said that children would be safe to hug their grandparents.

Dr Corinn Cross, spokeswoman for the American Academy of Paediatrics, said it would be all right to do so two weeks after being fully vaccinated.

Prime Minister Boris Johnson has vowed to scrap all social distancing measures by June 21 but is under pressure to U-turn on the pledge amid fears of a third wave of infections.

The SAGE group of advisers have urged the Prime Minister to remain cautious after lockdown lifts later this year.

Government scientists warned that face masks and social-distancing rules may have to stay in place until next year.
