EU chiefs met earlier this week to discuss plans to begin lifting entry restrictions. Under Boris Johnson's roadmap out of lockdown, overseas travel for holidays is set to resume next month for people in England.

A traffic light system has been created to replace the current ban on international travel.

According to the Sun, a senior EU official said the UK will "certainly" be one of the first foreign countries allowed back in the coming months.

Spain, Portugal and Greece have been leading the drive to reopen borders to holidaymakers.

Representatives from the 27 member states have discussed plans to prioritise vaccination rates when choosing which countries to allow back.

A document seen by the Sun said tourists from the UK, Israel and UAE could be welcomed back due to their successful vaccination programmes.

The report noted that scientific evidence and data "support updating the approach for the safe lifting of restrictions on non-essential travel into the EU".

An EU diplomat told the newspaper: "There's a discussion over whether incidence rate should be the defining factor, or if vaccination rates should also be looked at.

"That would all still be in the framework of the list."

A source in Brussels added: "With the vaccines, we have to change the orientation regarding travellers.

"We should change the way we see this and allow people that, for example, have been fully vaccinated to travel."

However, one EU diplomat warned that some member states are still being cautious about the risks of opening borders to travellers.

They told the Sun: "We'll need to coordinate with the third countries we're lifting restrictions on to avoid a backdoor entry of variants."

Spain has already reportedly told Downing Street that it is pushing hard for restrictions on UK holidaymakers to be eased as soon as possible.

The European Commission said it plans to have a vaccine passport scheme set up by the end of June.

EU commissioner Didier Reynders told reporters he wants to open up talks with Downing Street to allow UK travellers back.

He said: "With some bilateral partners, like the UK and US, it will be possible to adopt a sort of adequacy decision.

"To decide that, we recognise a certificate issued not only by a member state of the EU, but also by third countries."
