These Pokémon are unique to the game because they change forms, increasing their stats and becoming more powerful. But when considering using the base version, there are some appealing aspects to them. For players considering adding the Flying-type Incarnate Forme Tornadus to their Pokémon Go team, we recommend being careful with this Pokémon. While it is a legendary, this Pokémon's overall stats and moveset hold it back slightly. Tornadus has the capacity to compete in the Master League, and it can be good if you teach it the best moveset. However, Tornadus lacks in certain areas, turning it into a sour recommendation.
Incarnate Forme Tornadus is a Flying-type Pokémon. It is weak to Electric, Ice, and Rock-type moves but resistant to Bug, Fighting, Grass, and Ground-type attacks. It's a standard Flying-type Pokémon with no additional typing attached to it, so that's not special, meaning it doesn't have the bonuses, or weaknesses, of another Pokémon typing.
For PvP, Incarnate Forme Tornadus has a maximum CP of 3,345, an attack of 222, a defense of 141, and a stamina of 160. When you use it in PvE for raids, Tornadus has an attack of 266, a defense of 164, and the stamina of 188. It has a fantastic attack, but it lacks suitable defensive stats and stamina to survive for too long. If you need a Pokémon to counter a Fighting, Grass, or Ground-type in the Master League, Tornadus can certainly put up a good fight.

The big problem with Tornadus is its moveset. The ideal fast move to teach it is air slash and the best charged moves it can learn are grass knot and dark pulse. Those are not making it an outstanding choice. Even air slash is a less than ideal option because of its low attack, and subpar energy generation. It's lacking quite a bit.
Because it lacks in the stats and moveset department, it doesn't hold up too well with any Pokémon in its CP weight class. You could, in theory, use Incarnate Forme Tornadus in the Ultra League, but it'd do even worse there because you're capping its stats, preventing it from reaching its full potential. If you do use Tornadus in PvP, bring it to the Master League battles. It's not going to lead the charge, but it can be decent, especially if you're worried about specific Fighting, Grass, or Ground-type Pokémon.
When you take Tornadus to PvE, it's a little bit better. It can be used as a glass cannon to punch through some of the tougher five-star raids.
Overall, Tornadus is an okay choice, but we're not going to recommend every trainer to capture it and add it to their regular rotation. There's a lot to be decided from this Pokémon. We're looking forward to Therian Forme Tornadus, and hopefully, it comes with a different moveset. Incarnate Forme Tornadus desperately needs new attacks.
