Statewide lockdown ensured Melbourne residents didn't spread the virus: Andrews

Daniel Andrews has defended his decision to implement a Victoria-wide lockdown rather than another so-called 'Ring of Steel", arguing residents of metropolitan Melbourne would likely have fled to the regions and risked further virus-spread.

"If you'd given people any notice whatsoever... but not included the whole state... very significant numbers of people from metropolitan Melbourne would have travelled to regional Victoria," the premier said.

"You cannot establish a Ring of Steel in that short amount of time. What this is designed to do is to stop people travelling to where the rules are softest... and bring in the virus with them.

"We don't have cases in regional Victoria and we're determined to keep it that way".

Mr Andrews denied ruling out a Ring of Steel entirely but said he did not believe it was necessary.
